Unable to install WinPcap with Streamhunter

When I installed Streamhunter I was unable to install WinPcap 4.1.3 (see the reason in next paragraph). Streamhunter won't work presumably because it needs WinPcap. (copy of error message below)
I had previously uninstalled WinPcap from Windows Control Panel while tidying up my computer because I did not see a need for it. Reinstallation was not possible because a previous version was "still in use", and I cannot identify which program is still using it. Previous version of WinPcap unknown.
Also I cannot use WinDump as I "do not have WinPcap installed", and the WinDump page does not state if it works in Windows 7 (64-bit).
Error Message:
"A previous version of WinPcap has been detected on this system and cannot be removed because in use by another application. Please close down all WinPcap-based applications and run the installer again. This installer will now abort. (The old version of WinPcap has not been removed. Click Cancel)"
I will be grateful for any advice.

try to install it through the safe mode ;) (helps maybe)
(press F8 before the Windows Logo is shown)

other possible solutions i found through google (can't test them of course because I don't have the problem):

Thank you very much! In Safe Mode, as Administrator,  was able to install WinPcap 4.1.3. There was a similar message to the previous attempt, but it asked if I wished to proceed with the install anyway. I did, and it succeeded.
