Is it possible to add  repo for TS-Doctor 2.XX to RPM based Linux`s for automatic TS-Doctor upgrade during upgrade whole system?

Sorry, I have no idea but maybe another user can help. I know there are some users out there working with TS-Doctor under Linux.

I'm afraid, you are a bit on the wrong track  ;D
TS-Doc is a program for MICROSOFT WINDOWS.
It runs on Linux only on behalf of an emulator like WINE.
I dont think it is even possible to pack the windows setup into an automatic install package for Linux. During the install there are many settings changed, files created and other programs executed. This is not possible with Linux unless you do a complete rewrite for the setup of TS-Doc.
