When I run the software i get this error:

I tried to uninstall and install it again, but i can't anymore. Now i get this error, when i run setup.

I use windows 7 fresh installation with all updates. I tried with fresh windows 10 too with all updates applied, but i have same errors.
Can you help me please? Thank You !
